Opportunities To Improve Postpartum Health Through Medicaid and the Children’s Health Insurance Program: Coverage, Quality, and Equity

Medicaid and the Children’s Health Insurance Program (CHIP) cover more than 42% of births in the United States and, in 2021, there were about 25 million women of reproductive age enrolled in Medicaid and CHIP. As such, the Centers for Medicare & Medicaid Services (CMS) along with state Medicaid and CHIP programs and their partners can play a major role in driving improvement in perinatal outcomes and reducing disparities through coverage, quality measurement and quality improvement. In this presentation, we will provide an overview of new policy authorities for states to extend postpartum coverage to 12 months and discuss how state Medicaid and CHIP agencies, health plans, providers and other health care partners can work together to ensure that beneficiaries receive the care they need during the year after birth. We will also describe projects underway to improve equity in postpartum outcomes for Medicaid and CHIP beneficiaries.

About Dr. Stockmann

Dr. Deirdra Stockmann is the Acting Director of the Division of Quality and Health Outcomes in the Center for Medicaid and CHIP Services at the CMS. Since joining CMS in 2012, Dr. Stockmann has worked with state Medicaid and CHIP agencies and their partners to improve health outcomes by improving access to and quality of health services for people enrolled in Medicaid and CHIP. Before joining CMS, Dr. Stockmann worked on multi-stakeholder collaborations to address social determinants of health and other aspects of community well-being. Dr. Stockmann holds a Ph.D. and master’s in urban planning from the University of Michigan and a bachelors from the University of Pennsylvania.
